The Youth Transformational Skills Programme (YTSP) is a flagship national initiative of the Government of Grenada aimed at expanding access to high‑quality, industry‑aligned Technical and Vocational Education and Training (TVET) across Grenada, Carriacou, and Petite Martinique. Central to the Programme is the establishment of Centres of Excellence (CoEs) in four priority economic sectors: Tourism and Hospitality; Marine and Fisheries; Agriculture; and Furniture Making and Design.
The Programme is aligned with Grenada’s Education Sector Plan (2023–2030) and responds to national priorities to modernize TVET delivery through competency‑based education, applied learning, inclusive access, and workforce readiness. The Centres of Excellence are envisioned as drivers of national development, delivering accredited, labour‑market‑responsive training and supporting youth employability.
This consultancy focuses on providing Project Implementation Consultancy Team (PICT) services to support the planning, coordination, and operationalisation of the Centres of Excellence framework under the Youth Transformational Skills Programme.
Services provided
- Co‑development of detailed operational plans for the establishment of the Centres of Excellence
- Provision of sector‑specific technical guidance aligned with the four priority sectors (Tourism, and Hospitality, Fisheries, Agriculture and Furniture Making and Design.
- Support for competency‑based curriculum design and teacher training
- Advisory support related to infrastructure readiness, equipment requirements, and applied learning environments
- Facilitation of strategic partnerships with regional institutions and industry stakeholders
- Integration of inclusive pedagogy, with attention to women, rural learners, and vulnerable youth
- Design of performance‑based monitoring and evaluation frameworks
