    Catherine A. Décarie

    Catherine A. Décarie is Vice President, Client Services TD Insurance Meloche Monnex. Meloche Monnex is the national leading organization in the affinity market and the second largest direct response insurer in Canada. Catherine studied at Leeds University in England and holds an M.A. in business law from Université de Paris in Nanterre, France. Catherine is on the Board of The Halifax Club and an Account Executive with the United Way of Halifax Region annual campaign.

    Dr. Joan McArthur-Blair

    Dr. Joan McArthur-Blair, President of the Nova Scotia Community College, is a strong leader and educator with extensive experience in post-secondary education roles. Her background includes teaching, faculty and curriculum development, international projects and administrative roles. She is a champion of the unique work that community colleges undertake to meet the needs of students, industry, and communities, and believes that the role of the community college is critical in meeting the future economic and social needs of Nova Scotia and Canada.

    Before coming to Nova Scotia in August, 2005, she was Vice-President of Education at Vancouver Community College. She is a visionary leader and a skilled facilitator of teams, enabling people to work effectively together and build on their strengths. Through her collaborative skills she creates a shared vision and mobilizes the necessary strategies to deliver on that vision.

    She is a dynamic keynote speaker and workshop facilitator; her topics include leadership, organizational transformation and college education in Canada. Joan's doctoral dissertation, "The Inner Life: A Conversation with Leaders in British Columbia Post-Secondary Education" (2004) contributes significantly to leadership research and encourages leaders to examine the underlying tenets of their leadership.

    David Oulton, a native of Alberton, PEI, is General Manager of Marid Industries Limited. Prior to the inception of Marid Industries, which he founded with his wife, Connie in 1983, David was employed in the steel fabrication industry in Nova Scotia since 1959.

    David currently serves as Chairman of the Construction Management Bureau Limited and the Construction Association of Nova Scotia's 150th Anniversary Celebration Committee. He also serves as a Trustee member on the Ironworkers Local 752 Pension, Benefit and Joint Apprenticeship Training Committees.

    David's past industry activity includes Chairman of the Construction Association of Nova Scotia, Director of the Canadian Construction Association, which he served for eight years and was a member of the Executive Committee for four years.

  • Wendy Paquette

    A graduate of the University of Prince Edward Island, Wendy began her career as a high school teacher in Sherbrooke, Nova Scotia. After teaching for two years Wendy joined the Council of Maritime Premiers in Halifax working in various roles leading to Assistant Secretary to Council. In 1983 she was seconded to the government of Prince Edward Island where she led a commission into public school education.

    In 1990 she joined the government relations department at MTT later working in sales, marketing and operations. She has held a number positions including: President MTT Mobility and President and COO of MTT. She recently retired from Aliant where she was SVP Customer Service.

    An active volunteer, Wendy has served on many Boards including NSCC, Mount Saint Vincent University, and the IWK Foundation along with being a member of the Cabinet for the University of P.E.I. Leaving a Legacy Campaign.

    Stephen Rankin

    Stephen Rankin is the Manager of Government & Public Relations at Maritimes & Northeast Pipeline (M&NP). Steve holds a Bachelor of Science from Dalhousie and is currently completing a Masters in Business Administration. He plays an active role in the community through the administration of M&NP's community investment program and through organizations such as the United Way, Clean Nova Scotia and the Discovery Centre.

    Jennifer Robichaud

    Jennifer Robichaud is the director of corporate resource development at Innovacorp, an organization enabling innovative early stage Nova Scotia companies to accelerate commercialization of their technologies and increase competitiveness in export markets. In this role, Jennifer focuses on human resources management, and facilitates annual business planning activities and corporate governance. Further, as part of Innovacorp's start-up business mentoring offering, Jennifer extends both tactical and strategic human resources management advice to client companies.

    Jennifer joined Innovacorp in August 2009, bringing with her over 13 years of regional and global human resources management experience.

    Most recently, Jennifer was the senior human resources business partner, for the Atlantic provinces for BMO Financial Group. In this role, she was responsible for ensuring human resources policies and procedures were implemented consistently across all BMO Financial facilities in the Atlantic Provinces for over 800 employees. Working with the senior management team, she developed several human resources strategies and a succession plan.

    Prior to this, Jennifer was the global human resources manager at Flagstone Reinsurance, ensuring the company was in compliance with the employment laws of each country from which employees were hired. Jennifer also spent eight years with ExxonMobil Canada in a variety of increasingly senior positions, and a member of the eastern Canada senior leadership team.

    Jennifer holds a bachelor of science degree with a major in psychology from Mount Saint Vincent University and an advanced diploma in human resources from the Nova Scotia Community College. Since 2000, she has been a Certified Human Resources Professional (CHRP).
